Waaaait. How could the teacher say they didn't know whether or not the student could borrow a pencil if the teacher was already aware of the fact that there were no pencils available to be borrowed?

In this case, the question is valid. As in "does there exist the possibility of me borrowing a pencil from you?" The answer is simply "no". Saying "I don't know" in this context is prevaricative.

Actually then, that teacher meant, "No you CAN not" since no funding presumably means there are no pencils to be had. Belabored a point that was immediately contradicted. That student was correct after all.
